Dear Director Placido,

Please accept these scoping comments for the environmental impact statement for the Millennium Bulk Terminal (MBTL) proposal for Longview, WA.

I beleive the proposal to export coal from the Powder River Basin, through the Columbia River Gorge to Longview for export to Asia would result in minimal adverse effects to the local, regional, and global environment.

This export facility might have a net positive impact on the Pacific Northwest invironment by reducing coal trains currently traveling North through Seattle to the coal export facility in Vancouver, WA. Instead this coal export facility will allow coal to be exported from the Port of Vancouver thereby reducing coal trains through the Tacoma, Seattle, Everett and Bellingham area.
