I am writing because I am concerned about the potentially significant adverse impacts of the proposed Millennium Bulk Terminals in Longview, Washington. I would like you to measure the impacts of the proposed terminals in the following areas during your upcoming scoping study: Environmental: . Greenhouse gas emissions from burning the coal in Asia; . Water pollution along the Columbia River from coal dust escaping the trains; at the terminal site from fugitive dust and increased shipping-related pollution; and along the Columbia west of the terminals from shipping-related pollution and potential maritime accidents; . Increased diesel emissions along the railroad route due to increased train and ship volume; . Mercury deposition in Washington from burning the coal in Asia. Health: . Impact of coal dust that escapes along the train route and at the terminals; . Impact of diesel particulates along the train route and at the terminals; . Impact of increased noise along the train route on mental health; . Impact of accidents and delayed emergency response at railroad crossings. Economic: . Potential negative impact on current trade flows through Washington due to railroad bottlenecks; Taxpayer impact: . Risk of project failure causing stranded taxpayer investments due to future coal market instability; . Local taxpayer impact from transportation upgrades required by increased railroad traffic; . State taxpayer impact from railroad network upgrades required by increased rail traffic.
