Regarding the Millennium Bulk terminal proposed for Longview
I'm concerned about the possibility that money could corrupt the decision making process within the Department of Ecology and within Cowlitz County.
I know people whose job it is to protect streams in Clark County. On more than one occasion, I've heard them say, "We don't like to come on with a heavy handed approach. We like to work with people. "
I imagine that people who work in enforcement can become friendly with the people they frequently deal with, or feel intimidated , and bend the discretionary rulings in favor of industry.
As you prepare your scoping decisions, plan to issue a report on transparency and undue influence.
1. Tell us what firewalls were established to prevent the applicant from corrupting the process. 2. Tell us what you did to expose conflicts-of-interest. 3. Plan to plan to include in your report answers to the following questions for each decider within DOE and Cowlitz County a. What private conversations were had between you and your friends, and the applicants or friends of the applicants? b. Were any benefits offered to you or your friends by the applicants or friends of the applicants? c. Are you hoping to get employment or benefits for you or your friends and family from the applicants?
