We need to be winding down our use & other countries use of coal, not building new infrastructure to further expand its use. It would be better to leave it in the ground till time comes when we can extract it, transport it & use it without all the many negative side affects such as air pollution & climate change. It's probably better to leave the vast majority of it in the ground permanently. Also by the time the facilities are ready for use, the coal industry will probably be even less called upon worldwide then it is today. So I oppose construction of any coal export terminals in the U.S.
