Dear Lead Agency Representatives: Thank you for this opportunity to provide scoping comments for preparation of a draft Environmental Impact Statement (EIS) for the proposed Millennium Bulk Terminals, Longview LLC coal export facility (MBTL).

My name is Shaun Hubbard and I am a Washington State taxpayer. I am concerned about the potential impacts from the proposed Millennium Bulk Terminals at Longview to the taxpayers of Washington State.

Please thoroughly study the following: • What will be the cost to Washington State taxpayers to address the required transportation infrastructure improvements associated with the proposed Millennium coal export terminal in Longview (for example, the required infrastructure improvements associated with State Route 432 alone have an estimated cost of $100 - $200 million). Note that San Juan County ranks last of all 39 Washington State Counties in terms of per capita tax revenue generated vs. per capita state expenditures (as of Fiscal Year 2011 - the most current analysis from the Office of Fiscal Management): http://www.ofm.wa.gov/fiscal/expenditures_and_revenues/state_expenditures_revenues_b y_cty.pdf
