Dear U.S. Army Corps of Engineers, WA Department of Ecology, and Cowlitz County Commission, My name is Laurel Felber and I live in Bellingham, Washington. I write as a concerned citizen. I ask you to study the impacts this coal terminal will have on the Indigenous people who live near the proposed coal terminal or along any railroad tracts which would be used to transport the coal. What impacts would this terminal have on their health, well being and treaty rights? Please study the impacts of the health of these people from coal dust, diesel fumes, noise pollution and heavy metals from the trains and coal. Please study the cumulative effect of pollution the proposed terminal will create and its effect on groundwater and other water sources as this will most likely impact the health of the indigenous people. Please study the impacts on fish and wildlife and plants as this is what the people depend on as food sources. Please also study the impacts the terminal and railways will create on the livelihood of these people who may depend on fishing and hunting industries. Will the proposed terminal interfere with the lands and water of the native people? Will their treaty rights be violated? I ask you to study the psychological, social and spiritual impacts as well. I understand the native people have deep spiritual connections to the earth and nature. These spiritual connections are part of their social life and structure. Please make this a programatic study which covers the point of origin in the Powder River Basin to the shipping terminal in Longview. Thank you, Laurel Felber
