I refer to the following section of the Revised Code of Washington (RCW): "RCW 43.21C.030 The legislature authorizes and directs that, to the fullest extent possible: (1) The policies, regulations, and laws of the state of Washington shall be interpreted and administered in accordance with the policies set forth in this chapter, and (2) all branches of government of this state, including state agencies, municipal and public corporations, and counties shall: (f) Recognize the worldwide and long-range character of environmental problems and, where consistent with state policy, lend appropriate support to initiatives, resolutions, and programs designed to maximize international cooperation in anticipating and preventing a decline in the quality of the world environment;" to request that you consider the impacts of GPT to: 1) The contribution that the mining, shipping and burning of the coal produced by and transported in relation to the proposed GPT terminal will have on climate change and its potential effect on vulnerable populations of people, animals, and plants; 2) The potential effects, worldwide, of the emissions ejected into the atmosphere from the burning of this coal; 3) The contradiction to "international cooperation in anticipating and preventing a decline in the quality of the world environment" that will be realized by enabling the United States and other countries to collude in extracting, transporting and burning this coal.
