I live in Rainier, OR, across the river from Longview, WA. Through public comment, our county was able to stop a similar project near Clatskanie. I am commenting on this project because it will affect people in Oregon, especially in the Rainier/Clatskanie area too. I am concerned about the number of trains that will be transporting the coal. Coal dust, which is a pollutant and toxic to humans and other flora and fauna, in Longview, WA will drift over the river to Rainier, where I live close to the river. As other "projects" have come to show, "jobs" and employment will not go mostly to local workers and a lot of the jobs would be specialized and people brought in from outside. I know unemployment is high in Longview; however, Columbia County also has high unemployment rates (I am among them) and I wouldn't trade a few jobs or even 200 jobs or more for a project that will permanently harm the environments and the inhabitants. How do I know that coal dust and other contaminants will reach two blocks from the Columbia River? Because I often smell the outputs of the local paper and timber production plants in Longview. If I can smell it, that means it's in the air that I breathe and in the water in the River. It is also hard to believe that a project this dirty will be on the Columbia River, affecting the quality of this precious resource. The coal dust from the railroad cars, the exhaust from the locomotives, the 24-hour noise, will affect those of us living in the area and all along the railroad tracks. Businesses will be affected as well because constant train traffic will block and slow down Oregonians from going to Longview across the bridge and Longview residents from doing business in Oregon. There will be added pollution from all the passenger cars and trucks that use the roads waiting to cross at the few crossings in Longview. In addition, property prices on both sides will be affected by constant train traffic and noise pollution. If the COAL is so CLEAN, why aren't we using it in the United States instead of exporting it so that China with a billion people can pollute the air and affect the environment globally, thus adding to global warning? I am not an expert in hazardous materials, noise and air pollution, and business but I am smart enough to read, listen to experts, and decide for myself that this "project" will affects thousands of lives, not just in Longview and Rainier but all along the tracks. There are too many lives at stake and too much beautiful countryside to go ahead with this project. Please DON'T let BIG CORPORATIONS, who are headed by people who don't have to deal with any of the AIR AND NOISE POLLUTION DECIDE FOR MILLIONS of people who don't have much choice in this, really, because we all know money talks (be honest). It's time to quit knuckling under to people who don't live along or near the project decide to muck up our lives and not their own. If nothing else, think of your children and grandchildren. DO ENVIRONMENTAL IMPACT BASED ON THE AMOUNT OF COAL DUST ALL ALONG THE RAILROAD LINE, THE EFFECTS OF DETRIMENTAL EFFECTS COAL DUST ON PEOPLE AND OTHER LIVING THINGS. Thank you for listening.
