Dear U.S. Army Corps of Engineers, WA Department of Ecology, and Cowlitz County Commission, Given the gravity and breadth of CO2-driven climate change and ocean acidification, it is our moral imperative to address these issues to the best of our ability. You have the power to do so. Climate change and ocean acidification must be considered in the scope of the Millennium Bulk EIS. Other negative effects of the terminal would include increased congestion and noise resulting from more coal train traffic, polluted air and local waterways, harm to existing businesses, and delays of emergency response. It would also damage aquatic ecosystems and fishing areas on the Columbia River, harm human health, increase tanker traffic and the potential for shipping accidents and spills. Millennium Bulk would enable the expansion the devastating strip-mining practices of the extraction industry in Wyoming and Montana. It is our moral imperative and your legal obligation to consider all of these impacts in the scope of the Environmental Impact Statement. Thank you, Michael Mintz
