The scope of analysis should include not only on site impacts but also off site impacts. Both direct effects of the terminal construction and indirect effects should be analyzed. It is important to look at the whole of the project and all reasonably foreseeable impacts from the project.
The health and safety impacts of rail transportation of coal should analyzed including impacts caused by increased idling of automobiles due to more frequent train traffic. The transportation of coal by rail has the possibility of releasing dust and an analysis should be done on whether installing lids on the rail cars would substantially reduce this impact.
The risks of shipping coal by boat should be analyzed including the effects of ships wrecking while transporting coal and how shipwrecks would be responded to and cleaned up.
