I am concerned for the loss of coal dust enroute from the mines to the terminal and its impact on the towns as well on the agriculture lands and the waterways along the route. Burlington Northern Santa Fe RR's own website discusses large losses of coal dust from the cars as cause for rail instability and consequent derailments. The original plan to require surfactants as an added deterrent to dust, is subject to a law suit currently before the Surface Transportation Board. So, I do not see the spraying of possibly toxic surfactants to the top of coal cars as the solution to loss of coal dust onto neighboring landscapes, thus requiring another remedy for this loss. Please study the impacts of dust on agricultural lands, surface waterways and communities along the rail lines. Please study the effectiveness of surfactants and also their toxicity.
