The scope is the world. This is a project to export coal to China. Its effects will be global in scope and so must the EIS. The effect of this project on anthropogenic global climate change is likely to be significant, and the EIS must address this. It's supposed to be written by scientists, not ideologues from the extreme fringe of the Republican right wing. Therefore please produce an EIS that is consistent with the current views prevailing in the field of climatology, concerning the effect of CO2 from fossil fuels on global warming, and the percentage of known reserves of fossil fuels that can be burned without producing irrevocable catastrophic effects on the global climate.
