The most recent UN Intergovernmental Panel on Climate Change assessment presented that there is effectively a carbon "budget" for future emissions that should not be exceeded by 2040 if more serious levels of global warming and resulting climate change are to be avoided. The environmental impact statement for the proposed MBTL should consider the impact the burning of the exported coal will have on this target. It should also consider the potential environmental impacts of significant global warming as a result of carbon emissions, including the endangering of species or the loss of already endangered species and negative effects on human health, safety and economic activity. Because of the global nature of the atmosphere as a mixing mechanism, this consideration should be global in scope.
