Environmental impact statements and environmental checklists are valuable tools to determine the scope of mitigation necessary when undertaking a project. I feel the Millennium project in Longview is no exception. For example, perhaps the traffic created by employees going in and out of the port facility will require a left turn pocket. Some kind of dust control may be needed. The appropriate place to study the effects of the coal usage is where the coal is used. Will the coal be made into coke to make steel or burned to generate electricity? How complete will the combustion be? Will the plant need a scrubber to take care of sulfur emissions? Obviously, the places where the impacts happen is where the impacts need to addressed. Also the locations receiving the coal may change.
