I am concerned that the noise and vibration from 16 trains per day traveling through Longview will impact health, education, and quality of life of our citizens. A quote from the Washington Environmental Protection Agency web site states: "Noise pollution adversely affects the lives of millions of people. Studies have shown that there are direct links between noise and health. Problems related to noise include stress related illnesses, high blood pressure, speech interference, hearing loss, sleep disruption, and lost productivity. Noise Induced Hearing Loss (NIHL) is the most common and often discussed health effect, but research has shown that exposure to constant or high levels of noise can cause countless adverse health affects." Several schools are within 1 1/2 - 2 miles of the rail lines that would service the terminal. These historically serve at-risk youth with low achievement levels. I am concerned that noise and vibration will further impact these students' ability to learn and result in lost opportunity for our next generation of young people. Please study the potential impacts of noise and vibration and include them in the scope of the EIS, including them in a Comprehensive Health Impact Assessment.
