My comments are submitted per attachments. Previous comments were submitted via the Power Past Coal Website. I also made attempt at sending the attachments via separate e-mail but did not receive confirmation of receipt so am sending via this website to assure receipt. Having previously reviewed the Oregon trans-shipping site proposal for Port of Morrow on the Columbia River and the Bellingham-Gateway proposals submitted for Corps of Engineers EIS Scoping, I was personally appalled and offended by the poor quality of engineering scope, unproven technologies proposed and total lack or reality regarding public and environmental risks being assessed. The projects reflect a level of incompetence I have never seen before in my 40+ years Engineering and Design experiences. My terms to describe the debacle would be "comic-book" concepts without regard for even the basic protections or mitigations. These projects are an insult to the people of WA and OR and should be discontinued and scrapped before severe damages to people's health and safety is perpetrated by the incompetence of the coal industry as has been found to be fact in other recent failed projects attempted with Corps of Engineers faulty reviews (see attachments). Full transparency MUST be provided for all citizens of WA and OR. Taxpayers must not be expected to pay the burden of environmental disasters caused by Longview's Millennium Project. Laws in place requiring proper assessments of the environmental and health risks must NOT be bypassed for these fatally flawed projects. Corps of Engineers is NOT qualified or professionally capable of assessing required mitigations required. Risks are far too great as obviously shown by prior coal-handling project disasters in other states. No further consideration of the Millenium EIS is warranted at any time, now or in the future. Stop the project now and save total embarrassment and waste of taxpayer funds to review this ridiculous, dangerous proposal. Please read the 30+ PDF pages attached for scope of this human and environmental disaster-in-the-making. Wake up to the risks associated and kill these flawed and faulty projects before you expose the extent of risks and must apologize publicly for even considering them. The companies proposing this foolhardy project have a track record of problems that needs to be fully addressed before this EIS Scoping effort is commenced.
