Please begin the environmental study for Millennium Bulk Terminals coal export facility. There are many benefits of the project that the community is waiting for. Ecology should defer to the federal government for environmental review and permit decisions for issues that pertain to or would affect interstate commerce, such as rail capacity. Ultimately, global warming and the impact of fossil fuels on the environment are national government and international government to government issues and should not be considered in a local development EIS. Our country is in a critically important place economically and I believe that what we accomplish over the next several years will either help or hinder our economic recovery.
