The Department of Ecology should speedily complete the environmental study for the Millennium Bulk Terminals. Coal should not be considered toxic especially in regards to the elements / minerals contained in coal. Please note the soil samples reported by Oregon DEQ during the Boardman coal terminal hearings, all contain naturally occurring amounts of mercury, arsenic, selenium, etc. higher than what is found in western U.S. coal. There the study showed that exiting natural dirt was more toxic than western coal. Millennium Bulk Terminals scoping should be thorough but held to the same standards as any other port proposal.
