Please include my comments as part of the public response to the proposed coal export terminal at Longview. This project should move forward without delay. The lead agencies should conduct a local study on our environment. It's unrealistic and unprecedented to conduct a cradle-to-grave EIS that studies the harvesting, development or manufacturing of a product or commodity to and including the end use of the product or commodity. Using the wheat export terminals as an example, the Department of Ecology did not require the study of nationwide rail impacts, nor the end usage of the wheat at its destination. The agencies are doing a great job of evaluating Millennium Bulk Terminals port proposal. I am convinced that this project's permit should move forward without further delay.
