Please consider my comments on the scope of the proposed Cowlitz County coal export terminal. This is an excellent project and one that will bring broad-ranging economic benefits to Washington and to the national economic outlook for years to come. Cowlitz County continues to have an unemployment rate higher than the majority of the State of Washington. The EIS should report the positive impacts of both direct and indirect employment. The EIS should not be limited to only negative impacts, when such positive impacts to the economy will be significant to Cowlitz County. The cost of delaying this project through a drawn out permitting process needs to be recognized as a concern. As you well know, an EIS is supposed to take a "hard look at environmental consequences" and reach a decision based on the facts presented. The scope of this document should be limited to the immediate impacted areas so we can keep moving forward.
