Americans urgently need jobs and Millennium Bulk Terminals is ready to provide them. Please approve a reasonable project scope for the environmental study and help get Americans back to work. The scoping decision should ensure that the EIS recognizes the historic ebb and flow of rail traffic, and that the EIS recognizes the role of the railroad and the jurisdiction of the federal government in relation to rail operations. The scoping decision should recognize the operation of the rail system includes all forms of cargo, with or without coal exports as part of the No-Action Alternative. The normal growth of rail commodities and the use of the rail system at full capacity must be assumed as a background condition and/or included as part of the no action alternative. Our country is in a critically important place economically and I believe that what we accomplish over the next several years will either help or hinder our economic recovery.
