The trade industry is one of the bright spots in an otherwise bleak economy. Please approve the coal export terminal at Cowlitz County and speed up the environmental study to help get our economy moving again. I urge you to first look at the facts when considering extent of the EIS. We already know that the terminal is unlikely to cause adverse impacts at the nearest sensitive air quality receptors. Considering the conservative nature of the emission rates and ability to manage dust generating activities, the impact on local air quality due to the coal terminal expansion is likely to be insignificant. The opening of Millennium Bulk Terminals proposed coal export facility will have a significantly positive impact not only on the state of Washington but the entire country.
