I recommend you quickly study the Longview port, and that it be approved as soon as possible. The environmental study will clearly outline a plan that works for the benefit of jobs and conservation in Washington and that will deliver a commodity that is in demand by the worldwide electricity market. Cowlitz County continues to have an unemployment rate higher than the majority of the State of Washington. The EIS should report the positive impacts of both direct and indirect employment. The EIS should not be limited to only negative impacts, when such positive impacts to the economy will be significant to Cowlitz County. The cost of delaying this project through a drawn out permitting process needs to be recognized as a concern. In today's economic climate, the importance of adding a significant amount of family wage jobs should not be taken lightly. Millennium's proposal is showing a commitment to being environmentally responsible, making safety a priority, and helping fuel our economy which is what we need. Please take these things in consideration while deciding the scope of this project. Thank you for your time. Sincerely, Joe Tussey jtussey@archcoal.com
