As a retired fish and wildlife biologist with 15 years' experience in environmental regulation, I know the value of a good, broad-range scoping process. All the transportation issues related to fossil fuel transshipment, both by ship and by rail, identified by Mr. Wechsler deserve elaboration.
As a citizen I cannot support any action that further facilitates the climate-threatening flow of fossil fuels down the Columbia River and on to foreign ports. Our policy should be: it is immoral to sell Asia dirty coal because this will only slow down their development of clean energy sources. And this sale would be to the detriment of all the world's people.
