The Department of Ecology should speedily complete the environmental study for the Millennium Bulk Terminals. The scoping decision should include a timetable for issuance of a Draft EIS and a final EIS. Ecology's SEPA Rules require a final EIS to be issued "as close as possible" to the time that Millennium submitted its proposal. Scoping started more than 18 months after the application was submitted. The lead agencies must work to issue a Draft EIS within one year of the start of scoping, and a final EIS within 18 months from the start of scoping. Here I see an opportunity to return many critically needed jobs to Washington State. It is paramount for the local, state, and national economies to seize every option they have to aid in their recovery. I urge you to take these comments in consideration and let's get Millennium Bulk Terminals to begin hiring and exporting. The coal industry has been almost shut down in the US by this Administration. Exporting is the only way to keep the industry alive until somehow we get some commons sense and work toward clean coal technology instead of throwing away affordable energy. Thank you.
