I recommend you quickly study the Longview port, and that it be approved as soon as possible. The environmental study will clearly outline a plan that works for the benefit of jobs and conservation in Washington and that will deliver a commodity that is in demand by the worldwide electricity market. The EIS should acknowledge that Millennium is situated in a "heavy industrial" zone. If not developed as a coal export facility its development will have similar impacts in terms of rail impacts and possibly more negative impacts in terms of road congestion and/or emissions if developed into a manufacturing facility. Now's the time to utilize trade infrastructure. The Millennium Bulk Terminals project is one step closer to being able to participate in this vital business. Thanks to the agencies for considering my comments. Sincerely, James A. Swiger James Swiger james.swiger@yahoo.com
