Americans urgently need jobs and Millennium Bulk Terminals is ready to provide them. Please approve a reasonable project scope for the environmental study and help get Americans back to work. Ecology should defer to the federal government for environmental review and permit decisions for issues that pertain to or would affect interstate commerce, such as rail capacity. Ultimately, global warming and the impact of fossil fuels on the environment are national government and international government to government issues and should not be considered in a local development EIS. The agencies are doing a great job of evaluating Millennium Bulk Terminals port proposal. I am convinced that this project's permit should move forward without further delay.
