I would like to add my support to the proposed port at Longview and ask that the environmental study proceed rapidly. The scoping decision should include a timetable for issuance of a Draft EIS and a final EIS. Ecology's SEPA Rules require a final EIS to be issued "as close as possible" to the time that Millennium submitted its proposal. Scoping started more than 18 months after the application was submitted. The lead agencies must work to issue a Draft EIS within one year of the start of scoping, and a final EIS within 18 months from the start of scoping. This scope is being finely crafted. The progress this port represents should not be hampered. It's time to get folks back to work! Sincerely, David Hinkle
