Thank you for the opportunity to submit a comment regarding the scoping for Millennium Bulk Terminals coal export facility. I strongly support the environmental study and the thousands of jobs this project will create. Coal should not be considered toxic especially in regards to the elements / minerals contained in coal. Please note the soil samples reported by Oregon DEQ during the Boardman coal terminal hearings, all contain naturally occurring amounts of mercury, arsenic, selenium, etc. higher than what is found in western U.S. coal. There the study showed that exiting natural dirt was more toxic than western coal. I appreciate the opportunity to add my thoughts to the public comment period. The agencies should proceed to the next phase as quickly as possible. Sincerely, Carl Crumrine Carl Crumrine ccrumrine@archcoal.com
