Please begin the environmental study for Millennium Bulk Terminals coal export facility. There are many benefits of the project that the community is waiting for. The scoping decision should include a timetable for issuance of a Draft EIS and a final EIS. Ecology's SEPA Rules require a final EIS to be issued "as close as possible" to the time that Millennium submitted its proposal. Scoping started more than 18 months after the application was submitted. The lead agencies must work to issue a Draft EIS within one year of the start of scoping, and a final EIS within 18 months from the start of scoping. Millennium Bulk Terminals scoping should be thorough but held to the same standards as any other port proposal. We need to do everything we can to strengthen and grow the economy of Washington and the west in general. The project proposed will do just that. Thank you.
