Please include my comments as part of the public response to the proposed coal export terminal at Longview. This project should move forward without delay. The scoping decision should ensure that the EIS recognizes the historic ebb and flow of rail traffic, and that the EIS recognizes the role of the railroad and the jurisdiction of the federal government in relation to rail operations. The scoping decision should recognize the operation of the rail system includes all forms of cargo, with or without coal exports as part of the No-Action Alternative. The normal growth of rail commodities and the use of the rail system at full capacity must be assumed as a background condition and/or included as part of the no action alternative. This is an important project that will provide a vital role in boosting the economy and one that should be allowed to proceed in as quick of a manner as possible.
