Dear Washington Department of Ecology,
Please accept these scoping comments for the environmental impact statement for the Millennium Bulk Terminal (MBTL) proposal for Longview, WA.
I understand that the local coal used in the Centralia generating facility was polluting so less polluting coal was railroaded in as a replacement. Is the current proposal a partial answer to the same sort of problem now faced in Asia? Will the US coal replace a more polluting coal or just add to the current levels of pollution? I think this is a question worthy of discussion and weighed accordingly.
As an aside, I have never seen dust from the trains carrying coal down the Gorge. I have had problems with the garbage trains coming from the Puget Sound area including the ones that were bringing hazardous soils from the Duwamish River cleanup. When these wastes were/are brought from the north they are covered but when the rail cars were emptied and on the way back I can/could see quite a bit of dust especially during dry periods. I think they would benefit by the same types of treatment the coal cars get.
