Dear Agencies:
Thank you for accepting citizen comments to scope the EIS for the construction of a coal export terminal at Longview, Washington. I am a professional civil engineer and a Board of Health member in a county traversed by tracks that would carry Powder River Basin coal to this terminal. I strongly oppose the construction of this or any new terminal to export U.S. coal. I request that the EIS process investigate these potential effects: - increased coal dust and diesel fumes in the air of railside communities, and increased air pollutants from vehicles idling at blocked crossings. Which communities are likely to become noncompliant with air quality standards? - blockage of emergency vehicles by increased train traffic along the rail corridor - increased noise levels in railside communities, and the concomitant health effects -increased aerial mercury deposition from burning the coal, and the environmental and human-health effects thereof, and - increased emission of carbon dioxide from the coal, and the climate effects thereof.
