Dear Department of Ecology, Cowlitz County, and Army Corps, I sincerely hope that the widest possible scope will be used for the Millennium Terminals Project EIS. At the broadest level, the coal that would be burned would contribute significantly to global warming, causing a wide range of severe problems. The most recent IPCC report is predicting alarming global reductions in food production and freshwater if fossil fuel emissions are not significantly reduced in the near future. Rising sea levels and loss of snowpack would have very negative impacts all over the state of Washington. Important industries like fishing and timber could also be impacted very negatively, leading to significant job losses. Communities all along the train routes, from Wyoming to Washington, could fact serious threats to public health and safety. For all these reasons and more, I urge you to please consider a very broad scope for this project's EIS. Thank you very much for your time and consideration. Sincerely, Leonard Wainstein
