The scope must include 1/ the emissions and pollution caused by transporting the coal by rail across WA; 2/ the emissions and pollution caused by shipping the coal out of Longview; 3/ the acidification of Puget Sound & the Pacific Ocean caused by the subsequent burning of the coal; 4/ the consequent greenhouse gas emissions caused by the burning of the coal; and 5/ the public health costs and impact on jobs (such as fishing) of all the foregoing.
Since clean, renewable sources of energy exist it seems utter madness to incur all the above environmental & public health costs in order for a small number of people to profit. For good reason, the US is phasing out its coal-fired power plants. We should NOT be extending the future of coal by exporting it!!
