As a citizen with a deep connection to the Pacific Northwest, I urge you to expand the scope of the EIS beyond the local level. I'm a student of environmental and social sciences at Reed College, and as is well known, there are social and environmental costs to burning coal that affect ecosystems and communities far from the site of the burning. Pollution from coal burned in China is carried across the Pacific and has local effects here in the Pacific Northwest. Also, there are possible ramifications on local salmon habitats, both for our local economy and the value inherent in the gorge's tourist attraction. Please consider these impacts. Let us keep coal exports out of our coasts.
