Hi! In my opinion, the biggest concerns about coal trains in Clack and Cowitz Counties are: (1) Coal dust exposure to residents: How are the train cars going to be covered? I would favor a roll type hard cover that really seals the train car top. The idea of spraying something on the top of the exposed train car does not pass the sniff test as far as I am concerned. Who is going to verify that that train cars are not losing coal dust on the way to their destination? Will they be weighed at the start and end by the State? (2) Global warming: How about a provision that says that this coal can only be sold to users in China that are using state of the art coal burning plants that minimize polution? (3) Research: How about a tax on the coal to fund research on developing coal furnaces that minimize polution? (4) Public referendum vote on allowing coal trains? (5) When and if the coal trains are approved, how about authorizing them to transport coal for only 3 yrs at a time. At the end of the 3 yrs, they have to be approved again. This way the public can hear what problems have occurred and how the company has responded and what their plans for the future are.
