To the U.S. Corps of Engineers only:
On February 11, 1994, President Clinton issued Executive Order 12898, "Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations." The Executive Order makes it the responsibility of each Federal agency to "make achieving environmental justice part of its mission in identifying and addressing, as appropriate, disproportionately high and adverse human health or environmental effects of its programs, policies, and activities on minority populations and low-income populations."
Accompanying this Order was a Presidential Memorandum stating that "each Federal agency shall analyze the environmental effects, including human health, economic and social effects, of Federal actions, including effects on minority communities and low-income communities, when such analysis is required by the National Environmental Policy Act."
Please make it your priority to study the effects of Millennium Bulk Terminals coal export project and how it will impact the health and economic and social effects of the Highlands neighborhood in Longview, Washington. This area is directly adjacent to the rail corridor where sixteen coal trains will traverse each day, causing coal dust pollution, noise pollution, light pollution and diesel particulate pollution on these people. This terminal will be operational 24 hours a day, seven days a week.
