Dear U.S. Army Corps of Engineers, WA Department of Ecology and Cowlitz County Commission:
Construction of a coal-export terminal in Longview, WA will transport coal on trains & barges through the Northwest to be exported, sold & burned in Asia, threatening living species & human communities locally & globally by drastic impacts on health of all natural ecosystems, not excluding our own communities. The Millennium Environmental Impact Study must evaluate effects of dust from uncovered coal trains, pollution into the Columbia River, terminal construction & operation, diesel emissions from barging & rail traffic, transfer of coal from barges to ocean vessels, inevitability of spills, & threats to endangered species, including ourselves.
Transport & then use of coal adds to our atmosphere bioaccumulating neurotoxic mercury, CO2 further amplifying irreversible global climate change driven by already accelerating global warming, boosts ocean carbonic acidification, adds more heavy metals leaching into our waterways, along with still more carcinogens.
The study must consider what approval of this terminal & the coal exports will mean at every step in the process from the Powder River Basin in MT & WY to the power grids in Asia.
Coal-train traffic impacts in Longview are so great that Millennium cannot operate without massive, taxpayer-funded rail infrastructure changes now planned as the SR 432 Project, which must also be analyzed in the Millennium EIS.
