China will get its coal from one country or another, even if Ecology turns down the proposed facility in Southwest Washington. And China is already working to minimize air pollution from its coal-fired power plants. The world will continue to pressure China to clean things up. The proposed global environmental review seems like just a delaying tactic, will likely be an extraordinarily difficult and lengthy project resulting in highly-questionable conclusions in any case, and in the meantime Washington's economy outside of Seattle slogs along for a few more years.
