I believe the scope of the EIS for the LongView terminal should include: (1) Air pollution effects from increased rail traffic (diesel pollution) as well as the impact of coal dust/byproducts from rail cars on surrounding land, water and communities. (2) Health impacts of coal, cadmium, mercury, arsenic and other pollutants that originate from the transport, storage and shipment of coal. Particular emphasis should be placed on vulnerable populations such as youth, seniors, the disabled and those with respiratory conditions. However, the potential impact on overall cancer rates should not be ignored. (3) Traffic impacts caused by infrastructure improvement projects such as SR432. (4) Despite the Army Corps of Engineer's intransigence- I believe the Longview, Cherry Point and Boardman projects should not be treated in isolation- but be looked out from the perspective of their cumulative impact on air and water pollution- including the emission of C02 (climate change impact).
