I request that the joint agencies investigate the impacts of coal train derailments on the environment adjacent to the route taken by coal trains supplying the Millennium Bulk Terminal (MBT).

Given the frequency of coal train derailments nation-wide, an analysis of the likelihood of derailments of coal trains serving the MBT is warranted. This analysis should include the entire route, from point of origin to terminal. Given the State of Washington's avowed goal of maintaining non-toxic fish stocks, special attention should be given to the portion of the route in Washington State that is adjacent to streams and rivers.

Response and restoration strategies should be determined before permitting is granted.
