Coal contains multiple toxins capable of changing biological activity; these would be harmful to wetlands. Therefore the joint agencies should study the potential impacts of coal dust on wetlands adjacent to the Millennium Bulk Terminal (MBT), and along the route travelled by the coal, from its point of origination, to the Terminal.

In response to the TransAlta Centralia Mining rail capacity expansion permit of 2007, the Army Corps of Engineers directed TransAlta to mitigate the effects of coal dust and the materials used to flush coal cars. The area around the MBT, and along the route traveled by the coal supplying the MBT, should receive comparable analysis, and if necessary, mitigation should be required.
