Dear U.S. Army Corps of Engineers, WA Department of Ecology, and Cowlitz County, I strongly oppose the construction of a coal export terminal at Longview, WA which would transport coal on trains and ships throughout the NorthWest. I ask that impacts to Oregon be included in the scoping process.

Please consider all the negative impacts that affect my community. Where is the coal coming from to source the 48 million ton/year terminal and how much of it will come through Oregon towns and communities by way of the Union Pacific? What are the cumulative impacts of increased train traffic from the Longview proposal, in combination with potentially increased train traffic for a proposed Coyote Terminal at the Port of Morrow? How will increased pollution from coal dust and diesel fumes affect the health and property values near the ports and in the communities affected by rail traffic? How will the impact of massive coal shipments for Longview, Port of Morrow and other proposed coal export terminals in the region impact grain producers who market their crops internationally and must compete for limited rail capacity?

Please consider the pollution of air and waterways from mining, transporting, and shipping the coal. Consider that coal will be transported through the Columbia Basin where an inversion will bring coal dust far and wide through aquatic ecosystems, farmland, and fishing areas in Eastern Oregon and Washington. How will potential shipping accidents, spills, and expanded strip mining and the burning of the coal escalate climate change. I urge you to consider these impacts in the scope of the Environmental Impact Statement.
