Dear Department of Ecology, Please include a rigorous analysis of the economic affects of building the Millennium Bulk Terminal in the EIS. Please consider jobs lost from purchase of the property (closing the previous business), jobs lost from building a low-employment business rather than supporting high-employment businesses in this location, and jobs lost in the Columbia Gorge due to the cumulative impact of coal trains on tourism. The terminal site is already on track to be cleaned up and used for businesses with a far better economic future. Please consider the public costs of improved overcrossings and rail improvements and include health costs as well.

Balance these against the jobs Millennium proposes to add. (And consider how long those jobs are likely to last.) Committing to this terminal closes out a great many other opportunities for the Longview terminal land, spends public money for private gain, and contributes to noise and air pollution throughout much of Washington.
