I recommend you quickly study the Longview port, and that it be approved as soon as possible. The environmental study will clearly outline a plan that works for the benefit of jobs and conservation in Washington and that will deliver a commodity that is in demand by the worldwide electricity market.
I urge you to first look at the facts when considering extent of the EIS. We already know that the terminal is unlikely to cause adverse impacts at the nearest sensitive air quality receptors. Considering the conservative nature of the emission rates and ability to manage dust generating activities, the impact on local air quality due to the coal terminal expansion is likely to be insignificant.
The co-lead agencies are presenting an excellent scoping process. I urge them to proceed promptly with a Draft Environmental Impact Statement that allows Millennium Bulk Terminals to become one step closer to building, hiring, and exporting. Under this scenario good paying jobs will come to a community in need. Not only will the local but the regional economy will reap the benefits. Please do the right thing and make this project a reality.
