The Millennium Bulk Terminals will bring jobs and stability to Cowlitz County. Export projects can easily contribute to the economic recovery of this nation and this project is ready to make that happen.
The scoping decision should ensure that the EIS recognizes the historic ebb and flow of rail traffic, and that the EIS recognizes the role of the railroad and the jurisdiction of the federal government in relation to rail operations. The scoping decision should recognize the operation of the rail system includes all forms of cargo, with or without coal exports as part of the No-Action Alternative. The normal growth of rail commodities and the use of the rail system at full capacity must be assumed as a background condition and/or included as part of the no action alternative.
I can't think of one good reason why this port shouldn't move forward. I hope my comments will be considered and added to those of others asking for approval of this great project.
