Dear U.S. Army Corps of Engineers, WA Department of Ecology, and Cowlitz County Commission,

I oppose the construction of a coal export terminal at Longview, WA. This terminal would greatly increase the transport of coal on trains and ships throughout the Northwest.

This proposal would negatively affect my community of Sagle, Idaho by increasing congestion, air pollution, and noise with more coal train traffic. It would also increase the risk of polluting our local waterways, and the higher number of train passings would seriously reduce the flow of traffic across the BNSF right of way, delaying emergency responders and impeding the movement of local citizenry. The increase in train and tanker traffic will significantly raise the potential for shipping accidents and spills that would harm human health as well as damage aquatic ecosystems and fishing areas along the Columbia River. The expanded strip-mining in Wyoming and Montana will forever alter and degrade a huge swath of the Great Plains, and the transport and burning of the coal will increase atmospheric CO2 which the majority of climate scientists are convinced beyond a reasonable doubt will escalate deleterious climate change.

I urge you to consider these impacts in the scope of the Environmental Impact Statement.

Thank you, Douglas C. Toland
