Because the proposed terminal will be located in close proximity to residential neighborhoods, I feel very strongly that the following should be part of your study:

1.Coal Dust: its impact on human health , property values, and water pollution and air pollution in Longview. What tolerance level is acceptable? (given its location and the winds along the Columbia blowing towards town, hopefully zero) 2.Train traffic.Impact on local auto traffic. If new tracks are needed, who pays?How disruptive of everyday life? 3.Impact on the Columbia River and salmon from coal. 4 . Liability for dust issues if they happen. As a local resident , my concern is that these issues will be shrugged off in concern for creating jobs at any cost.
