Submission Text Sent:Monday, September 16, 2013 11:47 AM Subject:Millennium Bulk Terminals scoping

I appreciate the opportunity to add my voice to that of others in supporting the environmental study for the proposed Millennium Bulk Terminals port at Longview. The scoping will present a clear picture of how Millennium will proceed in opening and operating this port and the economic, environmental, and social benefits of this project that are deserving of approval.

When the trains are loaded in Montana, Millennium puts a liquid cover, like a glue, on top of the cars. This eliminates a lot of the coal dust that would normally come off of train cars. Environmental reports have already been done for many of the transport processes. These reports should be relied upon and incorporated into the EIS for Millennium's proposal.

I see only benefit to our local economy when Millennium is in operation. In addition to providing much-needed private investment to our area, the new port terminal will allow economic stability to the Montana region from where the coal will be transported. Let's also not forget that ships from Asia will not travel empty across the Pacific to pick up coal to transport back. They will come laden with other imported materials and stop at regional ports to off-load, which will add additional economic benefit to the region.

I appreciate your review and consideration of my comments. This project is deserving of an impartial scope and should not experience further delays.

Best regards, Anne O'Connor
